Higher Education Model for Security Literacy using Bloom’s Revised Taxonomy

Abstract: This paper presents and explains a model for the design and content of cyber security literacy curricula for postsecondary education and how Bloom’s Revised Taxonomy supports a model of teaching different levels of information security programs at different levels of higher education. Specifically, this paper shows three different security literacy levels (awareness, training, education) for the six different cognitive levels as defined by Bloom’s Taxonomy and applies them to different levels of postsecondary education. A summary table is presented to show how and why cognitive levels fit awareness, training, and education. Questions are presented for further research as to unique designs and development of different security literacy programs.
